Reported by Sing Tao Daily 4/2/09 in Chinese media 星島日報記者韓秋萍屋崙4月2日報道 中秋節（今年為西曆10月3日）賞月吃月餅，切開月餅一顆黃澄澄的蛋黃總令人感覺特別應景，跟天上的月亮更是相映成趣。但是「今年中秋節民衆可能吃不到包有蛋黃的進口月餅了！」東方食品商會發言人周曉濱説。 昨日(1日) 東方食品商會商會就目前當局禁止蛋類食品進口的規定召開新聞會。商會發言人表示，先前當局對此項禁止規定的回應是，月餅將會排除在不能進口的名單之外，但是從目前公佈的最新檔案看，自6月19日當局將採取行動，實施這一規定。周曉濱説：「當局表示自3月19日發布這一規定至6月19日，是給進口商們的準備工作，而6月19日將正式實施。」他表示，這項規定並不是基於食品的健康問題的基礎上，那麼有什麼理由令五百萬的民衆必須因此改變飲食習慣，更令進口商蒙受上千萬的損失呢 康元北美公司執行副總裁林恩波指出，去年9月份布希政府通過一紙經費案，案中刪除部分進口家禽類産品的監管經費，沒有經費表示無法監管，也就意味著家禽類産品無法進口。今年1月底，當局取消所有的家禽類産品進口憑證，導致市面上的鷄類産品如康元的白蘭氏鷄精為配合政府法令必須進行回收。那麼這項規定實施後，對華裔市民有什麼影響呢 除了中秋節吃不上進口的蛋黃月餅外，皮蛋瘦肉粥，鹹蛋等食品也吃不上了。他説：「這項規定稱，只有美國本土及加拿大進口的蛋類可用。」他更透露，在美國也曾有人嘗試在本地製造皮蛋和鹹蛋，但因為各種原因都沒有成功，第一：本地造出的鹹蛋存放時間短，很容易變質；第二：鹹蛋蛋黃不留油；第三：皮蛋製造沒有成功。林恩波也説，目前東方食品商會正試圖與當局協調解決方案，並與中國領事館方面進行了溝通，領事館方面也為此事與當局有接觸，希望當局盡快應。 另外，目前東方食品商會將於4月29日中午1時至3時，在屋崙華埠富興中心內的「亞洲文化中心」召開「食品進口商研討會」，屆時將邀請到FDA， USDA的主管現場答疑，更有機會與其他進口商及商會相互交流，主辦方表示：活動對外開放，歡迎進口商及商家民衆踴躍參加，參加詳情可致電：408-206-7123 或上網: www.aemtek.com查詢 。 |

China Files WTO Complaints Over US Poultry Ban

GENEVA (Xinhua) - China filed complaints to the World Trade Organization (WTO) today about a US law effectively banning imports of Chinese poultry products, saying the law may violate WTO regulations.
Pursuant to Section 727 of the Omnibus Appropriations Act of 2009, which was already signed into law, the United States effectively prohibits the establishment or implementation of any measures that would allow poultry products to be imported from China, the Chinese WTO mission said.
China is concerned that Section 727 places restrictions on the import from China of poultry products that are inconsistent with the United States' WTO obligations, it added.
Scares involving the potentially deadly E. coli bacteria, salmonella, listeria and other threats have harmed consumer confidence, prompting industry support for some tougher measures, J. Patrick Boyle, the president of the American Meat Institute, said today at a congressional hearing. The added cost to defend the food supply may be burdensome, he said.
“Only industry can provide safe food,” and voluntary collaboration with government will do more to protect consumers than additional rules, Boyle told the House Agriculture Committee. Boyle’s group represents Tyson Foods Inc., the biggest U.S. meat processor, and other meatpackers.
Congress is increasing the food-safety budget to add inspection resources and considering more than a dozen proposals to combat food-borne illness. They include legislation, approved by the House Energy and Commerce Committee, to grant the Food and Drug Administration authority to order food recalls even when a company refuses to cooperate.

A new policy will be enforced by USDA, Food Safety and Inspection Service(see detail at FDA/USDA Update). It bans almost all imported food products if it contains a small amount of meat, poultry, or processed egg in ingredients, despite no food safety is in concern. This policy is expected in effective on June 19, 2009 and will hit massively to the importers as well the consumer. In result of it, the most popular Egg Noodle, Egg Roll from Asia will contain no egg as they alway do. No more delicious mooncake with cooked egg yolk from hometown this year, etc. Expert says some ingredient can be substututed by artificial or one from local, but the most can't. Only at the importer level, this policy will cause a lost over millions dollar a month in US.
